Introducing the Engagement Training Center Mobile App (“ETC Mobile App”)

In January 2018, ETC became the “successor in interest” to a mobile culture & language training app that was developed under the SBIR program. ETC has named the app the Engagement Training Center mobile app (aka “ETC mobile app”) and is further developing the language & culture functions and adding a local protocol and logistics function so that the app enhances any US Government interaction with partner nation personnel, in CONUS or OCONUS. ETC tests and evaluates this SBIR technology in all of its engagements and this enables sole source SBIR Phase III contracting of any ETC engagement services.

ETC’s SBIR Phase III contracting specialists have worked with many US Government, especially Department of Defense (DoD), agencies to set up SBIR Phase III contract solutions. This team is well-known and highly respected by nearly all USG officials involved in the SBIR program and related SBIR contracting. Development Roadmap for ETC Mobile App

The development roadmap for the ETC Mobile App will significantly add to the app’s functions and will feature:

  • A login function that will control & provide access to US Government (USG)-approved users and content updaters (US Embassy security cooperation organization (SCO) personnel, security officers, etc).
  • Refinement of the app’s language and cultural training functions into a high-velocity learning tool (with specifically a USG engagement context) to provide USG personnel with the 80-90% solution for engagements with foreign personnel; leverage Pareto’s principle to provide teams with the 20% of language & cultural training that will yield the maximum increase in engagement effectiveness.
  • An authoritative hub providing access to the decentralized library of Department of Defense (DoD), Department of State (DoS) and other USG language and cultural training resources.
  • A local protocol and logistics planning function that will provide engagement/mission planners with:
    • Access to a social media-like recommendations database of local services available in engagement locations outside the US that include positive or negative feedback from USG teams’ prior visits to the area (i.e. reliable translation service, interpreters, printing services, maintenance/repair parts vendors, ground transportation services, recent & relevant feedback on Embassy-approved lodging options to include AT/FP and security feedback & advice, etc)
    • Access to a database of up-to-date, need-to-know protocol & cultural information specifically relevant to an effective & successful official USG engagement with partner nation personnel (i.e. gift exchange information and regulations, social engagement expectations and regulations, opening and/or closing ceremony traditions, required US Embassy SCO involvement, material shipping info, etc.)
    • Simple and quick access to engagement-critical authoritative data:
      • US Embassy-approved list of recommended local services
      • Local emergency points-of-contact lists
      • Contact information for the local US Embassy SCO and security personnel
      • COCOM theater entry requirements
      • Country entry requirements
    • A function to collect feedback on local logistics services from post-engagement personnel.
    • The capability for engagement/mission planners to easily assemble and share customized “engagement packages” with their teams that contain the key language, cultural, and logistics information for their engagement(s).
    • The addition of an Apple iOS version of the app.
